We know promises are hollow, but the war has been going on for years now and we are grasping at straws to end it. They demand James’ extradition in exchange. That means death. I don’t want to let him go, but I have no choice.

You can sense that there's something interesting going on here. I wish I knew what the narrator's relationship with James was (commanding officer, sibling, friend, lover?) to deepen the impact of the last line.

I very much like the idea of this story and the way it works with the prompt. I would have liked to see the narrator take a more active role - it would have made a more complete plot arc.
